Một câu trả lời mẫu
Câu hỏi: Who should be responsible for protecting the environment: individuals or the government?
I'd say both, but the government has the bigger role. Individuals can sort their rubbish or use less plastic, and that matters, but one person can't build a recycling plant or set limits on factory pollution. In Hanoi, for example, air quality only improves when there are clear rules on traffic and construction dust. So I think governments should set the rules and make green choices easier, and then individuals can do their part.

- Nói to, bấm giờ: Trả lời mỗi câu trong khoảng 30–45 giây. Nếu bí ý, dùng khung: ý kiến → lý do → ví dụ → mặt còn lại.

Examiner thường hỏi 4–6 câu, có thể hỏi thêm “Why?” hoặc “Can you give an example?” để bạn phát triển ý.
